Looking at my old deviations I found this little Zutara comic page about Zuko and Katara in the South Pole
My old watchers know what I'm talking about, back then I didn't knew how to use Photoshop or Sai.. I didn't knew how to color digitaly, the comic was liked and I was asked 1 or 2 times to color the drawing.
I did started coloring but at the linework stage I realized I could fix it because I personally like it
I remember I had a hard time making the first picture, this time was the same, or maybe worse .. the expression change and blah blah blah was a headache, but i'm poud (really proud) with the result .
so.... Here it is (once again) "Look Zuko".. One year later (the first one was uploaded in January 5, 2011)

the kiss was hard to draw, specially Zuko's eye because I wanted to make him surprised yet happy and without an eyebrow was even harder, but I'm glad the surprised/happy feeling was received
About your question, if you refer to what program I used.. I used Paint Tool Sai (and tons of layers)

I'm not a big Zutara fan but when I read this and the description I thought it was really sweet like they were really in love. Well drawn and I especially LOVED Kataras dress. Simply beautiful!!
