ghelfaire is correct it is a hover fly, Sphaerophoria fatarum (Female). The males have a flattened abdomen and often stand on their front four legs while holding the rear pair alongside their abdomen. There are a few subspecies that vary in pattern slightly. Colors can vary from orange to cream. They are common in Finland.
