I started by downloading the lineart, then I opened it in Photoshop and began to colour. I had separate layers used for the skin, hair, clothing, ect. so I could use my layer masks. For the eyes, I locked the layer with the eye colour on it, and used an orangish hue and changed my brush mode to "Multiply", thereby making the darker parts for his eyes. Then I used a white hue with the "Overlay" mode on my brush to make the highlights on the eyes. For the shading, I used some grayish orange/pink/purple/red colours, and used the select tool to select the areas I wanted to shade. For the dark parts, I used the layer mode "Multiply", and for the lighter parts "Overlay" with the white hue.
For the background, I put in some of my favourite colours, added some blur, and smudged. I used some rainbow gradient for the background, and used it again on a layer above everything else. Then for my layers, I did a "Merge Visible", and used my "Adjust colour", "Adjust Hue/Saturation" option under "Enhance" to give it the reddish pink hue, then used a brush and the "Radial Blur" option to give it the whitish spinning effect.
