This isn't another depression scenario. This pic is intended to be Character Development.

As we all know by now, Arthur's a narcissistic and pervy bad boy. But he honestly has some more personality than that, as even he feels emotional and depressed at times which is what this picture's depiction is intended to be.

This is basically whenever Arthur feels emotional, depressed or regretful whenever something really bad happens. The most recurring causes of his emotional side are usually:
1. Whenever he's fucked up big time (E.G., Whenever he's been a huge jackass to any friends of his (Mainly Drake), He's been extremely disrespectful to any then-girlfriends of his and it leads to a break up or whenever he's been an asshole to someone when something bad has happened to them and he wasn't aware).
2. Whenever he's called a "Mommy's Boy" for loving his mother, Veronica Biersack and is constantly being mocked (The reason he loves her so much is because she raised him growing up and she's very supportive of him. Plus while both of his parents had issues with drugs, his father Russell Biersack was absent from most of childhood and was a severe alcoholic and had even abused Arthur when he was 11 which caused him to have a huge hatred towards his dad).
And
3. Whenever he's having painful memories of his early years at High School. The reason why he doesn't have good memories of high school is because when he was 12-15, Arthur was the Target of bullying because he dressed like your typical Emo/Scene kid and the music he loved to listen to during his teenage-adult years (Particularly Ke$ha and a few Emo/Screamo, Post-Hardcore and Hard Rock Bands) and he would often be called an "Emo Faggot" and would be told to kill himself, which had caused him to
feel Discombobulated Melancholy (Which is long-lasting depression for those who don't know). However in his mid-late High School years he stopped getting bullied non-stop.

I hope this will be a good start with giving Arthur some Character Development (Especially since any Fictional Character should obviously evolve in terms of Personality and Character Traits).
