Yeah I dunno if the category is right.Anyways, this is at the Bay Centre, on the balcony there.

The blur edit looks a little messy though.
I don't know how easy it would be for you, but you could take the same picture with a smaller aperture to blur the background and then a shot with the same settings as this image and blend those two.
Keeping the center segment of the background is a cool concept, but I think there's a better way to put it all together.
