Actually I think it's just an unused texture. I believe it's a tattoo cause in that one photo of Frank and Rachel he still has the tattoo on his neck in the photo, I think the developers didn't catch it.

Honestly I do not know. I'm not even sure it's an injury, it might even be a tattoo. The texture is present in the Episode 2 files, as well as Episodes 3 and 4. Maybe the developers cut a scene where you could injure Frank and that was the texture...? I'm not entirely sure. Or maybe they'll use it in Episode 5. Difficult to say. I won't have Episode 5 files until it is released.
There's a 'wet' texture of Frank (for when Max spills soda, I think) but I didn't include those because I couldn't even see that the textures were actually wet.
