Description The South Steens wild horses descended from horses that escaped from early explorers, settlers, miners, Indians, and ranchers. The Bureau of Land Management manages these animals to preserve their wild, free-roaming nature, maintaining a healthy viable herd of 159 to 304 animals in balance with the environment. The South Steens Herd Management Area (HMA) comprises 126,732 acres of BLM land at Steens Mountain near Frenchglen, Oregon. We have been fortunate on several occasions to see groups of 10-25 of these beautiful horses grazing near the HMA access road.
