I want to talk a bit about some changes that I think are needed for theses characters

Kikyo Mikage

Changes are not really needed for him but he could do with an origin story and some more explanation on how he got his healing factor and adamantium swords.

Did he get his power through Wolverine's DNA like Deadpool (that's highly likely) or did it active like the other mutants?

Herr Kleiser

I could just simply say that Kleiser was human and of course one of the Red Skull's most loyal lieutenants in world war 2.

Just before the war ended Kleiser had volunteered to go through genetic splicing for the Red Skull fusing the DNA of an unknown alien to his own.

The procedure was a success but the Americans blow up the lab before Kleiser could wake up leaving him buried and comatose under the rubble then years later he had regained consciousness and found out that Hydra had lost.

Paragon

She was the only weapon created by Dr Niles Van Roekel there are no Imperfects.

Roekel created her for military purposes to protect his people from powerful threats though outer space but she had manged to break free from his binds and killed him before he could clone her and reprogram her brain completely.

After Paragon escaped she quickly fell into despair and lost her sense of purpose because of Roekel.

As days past she began to change she was losing her humanity and became an unstoppable killing machine whose soul purpose was to wipe out all of humanity
