Yea I do know that a lot of people are desperate to get this model
I managed to rip this model myself from the ps2 game using tools from ps23dformat, then I rigged it myself in Blender.
I could be willing to share it, but it's far from done since there are a few flaws here and there, and facial shapekeys are not done yet either.
However kittin12376 also has dotd Spyro in the works, you might check him out too if you havn't
