His name is Redline, apparently. A fitting name, since to redline something is to shove it aside and ignore it, which is essentially what everyone does to this poor little guy, even Grayson, who he adores. In fact, the only character I can even remember acknowledging Redline's existence was Raccoon. Oh, and when he and King scream at each other, of course. XD

I thought that it was obvious. As in, the entire point of his character is he became stupid after being hit on the head (not that he was particularly bright beforehand, but the bump on the head made him somewhat less arrogant and nicer if nothing else).
