After the collapse of the California Federation, one of the closest factions to the Fed's government is the Oakland People's Council, led by Kathleen Cleaver. This is a Black Panther, fighting for the OPC.
If you don't know...the Black Panthers were a militant group of African-American activists during the late sixties, to the early eighties. They were founded by Huey Newton, and, after Huey falls to the wayside a bit after the collapse, they fight for Kathleen now, apparently.
