It's actually the surgically grafted arm of a dead megalomaniacle special forces agent who was killed in Alaska by a specifically engineered virus designed to eliminiate cetain enemies of the government.

He may or may not live on through that arm, so keep an eye on Babs for any sudden mood swings.

No, It's Buster's glove. Babs is sitting on his shoulders but pulling his ears down so we can't see any part of him. So since her hands are occupied, and we otherwise wouldn't know that he's there, Buster thought he'd kill two birds with one stone by giving us the peace sign.
