Went looking everywhere for a chibi pony image of and there weren't any!Time to fix that.

He probably uses flash or an animation program?
I just use separate layers and the pen tool in Sai which give a slightly different look.
It takes longer to do with a graphics program but you can do and add some things to it that make it look cool.Β
