When you're going to submit a deviation, instead of going to fan art, you go to DeviantArt Related and then you'll see the choice for Deviant ID

well, CS-something XDDD
once you're done coloring in and doing the shading color-wise, you go to "Filter" then go to "Blur". it'll give you a list of kinds of blurs. then you click on "Surface Blur" and make it however blended you want. but you have to do it for each layer you want it to blend
