Hmmm well since they're both by Valve I would imagine so! He's voiced by Eric Ladin.
Seriously you should listen to some of his quotes. He's so adorable and excited by the zombie apocalypse, and he constantly goes on about his buddy "Keith" in all his ridiculous stories.
And everyone else is just mean to him [link] Look at him! Look at him now!
