That's not actually Chara. That's Frisk, totally confuse.They're all alone. Chara hasn't showed up for a while now , but Frisk still think that Chara's emotions afect theirs.
They feel powerless, sad, and angry, and full of regret and guilt. They could'nt save Asriel, they couldnt help him.
And ,that moment, they think that they will never be able to help him.
Hopeless, they wept.
SO, I thought of this short comic when I found out that the only person we cannot save is ma baby goat Azzie right over there. I was really sad, and cried a lot ( just wanted to share dat)
