Love it, seriously funny. Could you explain step 4 a bit more in depth though? Screw up the colors/Abuse color wheel sounds like you start to add colors not in the painting from the beginning - is so it's extremely subtle. I can't see what type of colors you have added - more saturation?

I bet photoshop is an awesome painting media considering its ability for customization, but my computer can only handle SAI without crashing or glitching.
I use SAI, personally, since the tools are very user-friendly and it doesn't lag excessively. Also, you can still use it after the trial ends.
The brushes I use are default brushes in SAI. For large blending, I use the watercolor tool. For details, I use the brush tool right next to airbrush which has a higher opacity and not as watery.

I don't know how far your knowledge of Photoshop goes but, do you
know if I can do the same thing with Photoshop CS4 as you do with
the SAI-painting tool.

I assure you if you play around with the settings on the brushes, you can get a similar effect. Especially since PS is a very flexible program with a lot of online resources.

Make a new layer and then use a really low opacity brush to add lighter colors to the face.
Then merge it and blend. 8D
