I found the dress looking a bit ridiculous to be honest.
But they gave us a pretty powerful pikachu....I wonder if it's possible to soft reset it as a shiny?? Who knows.

It's probably a special one (the black tip and the groove in the tail form a heart shape)

I think it was specific; I'm not too sure myself. I mean, the tail has a black heart-shaped tip and all.
Also yeah, I'd also really enjoy contests with every Pokemon being able to wear costumes (or at least accessories) XD

One reason I would love this is because I raised a Blissey which my friends thought was immortal because they thought they could never kill her! But when we took a closer look at her stats, her max HP was 666 at level 100 
Now I imagine her with a goth/punk look to complete her with a dark powers.

Assuming all conditions are perfect, Blissey's HP can go all the way up to 714 XD
But that sounds like an awesome way to dress up a demon Blissey hahahahaha
