Hey, sorry this one is so late. I haven't been feeling very productive lately.
And since the cameo appearance is so vague, I figure its worth just explaining the character.
the Angry Red Herring is a supervillain that appeared once in The Tick cartoon in the episode "little wooden boy". Having machine guns for eyes and covering himself in petroleum jelly so that he's slippery like a fish, he's defeated early in the episode.
