When Briefs High was founded, a group got together to help control the populous of the school.

The Council formed and for years everything ran smoothly, then Polly Pots became the president. She had a vision of making this school great, but she stepped on to many liberties to achieve this goal, causing the general students to become more resistant to her leadership. Not wanting to lose her chance to change the school, she got some muscle to help control the masses.

Two of those to help her were her self appointed staff of Valerina Puding and Josilin Stallen. Valerina was a hard working girl who keeps her subordinates in line, and Josilin Stallen is more concerned about her image than anything, but this applies to those around her, causing her to hold a strict code of conduct for the Council Forces.

When Arghtime came about to this school to see what was going down, needless to say he was not impressed, trying to reason with the girl with a vision, negotiations went south after Polly got a brutal wedgie from Arghtime who tried to get her to lighten up. She was furious and declared war on the Argh Army
