Well, what program do you use? I'll be asking questions one at a time.

I use Paint tool SAI for original pixels like pokemon icons, but I use MS Paint if i want to practice icon template shading >v<

For SAI I use the binary tool. its on the third row of tools. On MS Paint I use the pencil one c:

Okay, after that, you just draw normally, right?

Well I make a sketch and then trace over it with the binary tool c:

Mhm! Oh, and after you finish the shading and coloring, add a white/light colored boarder to make it pop out!
