Disney canon isn't Legends. In Legends, Thrawn never underestimated the Force, and even recruited Force-users before making major moves against the Republic. In Disney canon, despite the fact that Jedi are known to be on the Rebel side, Thrawn employs no tactics to counter them, which allowed them to get away when the Jedi stirred up a Force-sensitive creature to attack.

I know the difference in the disney and legends canon. I would like to think that Thrawn is studying the Jedi, preparing for his next moves

But in Legends, Thrawn actually takes into account the Force and tries to find people and objects that can counter or use it. In Disney canon, he's flat-footed when he faces Force-wielding enemies. He could have called in Darth Vader, considering that the Jedi were involved.

Disney Canon shows Thrawn just a little after his promotion to Grand Admiral. I'm sure in season 4, Thrawn will take into account the issues of the Jedi and plan ahead against them this time

I suppose so. But it's still jarring for him not to take into account the Force when Jedi presence was confirmed.
