Surely if Hogwarts was in Scotland using an English schooling system it would be primary school? Or even Pre-Prep school?

Magical pop-up books? Training brooms that hover just above the ground? A "put the block in the correct shaped hole" toy where the holes change shape and you have to say the name of the shape out loud to make the block become that shape?

I bet parents would have to make everything acchio-proof--cookie jars, breakable objects, and so on. Same with wingardium leviosa. Maybe something like a toddler version of patronus that acts like an imaginary friend? Spells to dispel bed monsters and closet monsters?

Actually, it's implied in the book that children in the wizarding world don't even begin to use magic or get their first wand until age 11 or so (high school age). They can use enchanted artefacts, such as "toy" magic brooms which do fly but low enough to leave the rider's feet just brushing the ground so there isn't a dangerous distance to fall.
The implication is that all magic devices which young children are allowed to use are child-safe and they can't generally cast spells.

Yes totally true!...my thoughts are that the pre-school book of spells is more of a training...the wand is a training wand...and the book mostly teaches how to hold one properly and practice movements with it...though no actual spells are cast.
I see Hogwarts Pre-school more for parents that want their kids to get a step up in more basics...like a training broom that just hovers an inch off the ground...for teaching good posture when broom riding.
The book is more to be inciting to the child...but is simply basics to prepare for using spells...but no true spells are actually taught in it....much like the book Delores Umbridge used when she introduced the kindergarten version of Defense against the dark arts beginners book.

So far as the brooms are concerned, I think it's near the beginning of the last book, where they go to the Quidditch match, that the author describes them seeing young children flying around on broomsticks which will only fly just high enough so the child's toes barely brush against the ground. The implication is that they're like a muggle child's tricycle whereas a proper flying broom is a bit like a car or at least a bicycle.
As far as a training wand is concerned, I wouldn't see the point unless the "training wand" actually does something magical in response. After all, few children would bother to wave a wand around and say magic words if nothing happened because of it. They'd quickly see the futility and stop.
So maybe the wands are "pre-programmed" so they'll only perform certain spells, and only if the spells are cast on certain magically prepared objects? That would fit with the theme of them being children's toys. It would also prevent pre-schoolers from casting dangerous or overly disruptive spells (no more disruptive than a muggle child playing a toy drum, for example).

For some reason (I can't remember seeing this in subsequent viewings), I remember in the movie version of Order of the Phoenix the DADA textbook has a kindergarten-y witch and wizard on it. Except in this case, we're dealing with actual preschoolers.

YES!!! yes that is exactly the look I was going for! I recently bought a HP coloring book of magical items and they had the cover of that text book from that scene....it certainly inspired me with the idea of making actual pre-school books with that real classic look.
