As the extent of their predicament becomes clear, the expression on Zatonna's face as she looks at Black Canary is priceless and says it all: "Can't speak! With my mouth gagged, I can't use my magic! And they've also gagged Black Canary, so her canary scream is also useless! And we'll be lowered into those chemicals any second!!"

I am sure the viewers are wondering what are they being dipped in. They are probably thinking, "OH NOOOO!.....ACID!"
But things are not exactly what they seem.
No, they are not going to be dissolved, like what almost happened to Jessica Rabbit. They aren't even going to drown, since the plan is to lower them no farther than up to their waists.
So what, exactly, IS the plan for these lovelies?
Well, technically, it IS acid, but it is a weak acid: acetic acid. Their bath is vinegar.
The green color of the vinegar comes from its origin. This vinegar was once very expensive green chartreuse wine. It was a pity so much chartreuse had to be discarded, but quality-control analysis of the wine revealed it was, alas, unfit for human consumption. The batch had been contaminated with TCA (2,4,6-Trichloroanisole). In other words, the wine was "corked".
But that still leaves the question unanswered. Why are the ladies being lowered into vinegar, of all things?
The answer is not apparent from this picture. You don't see it, but their panties have been sprinkled inside with copious amounts of .....baking soda!
Yes, once the baking soda and vinegar interact chemically, a gazillion tiny bubbles of carbon dioxide will tickle them unmercifully down there! That explains the tape gags they are wearing.
It is to protect the eardrums of the people watching from BC's and Zatanna's eardrum-piercing squeals of surprise and delight!
At least, that's my theory. What's yours?

It's funny how both have voice-based powers and wear fishnets. Also one is a brunette and the other is blonde so they're the perfect pair. It should exist some crossover where they both get the tapegag.

Both have to be silenced to be restrained.
