Maybe because that's what his client wanted? caricatures are important with good designs. You immediately have to see what kind of person the character is supposed to be.

RIP APB... Such fashion and concept art was what made the game apealing in the first place, without it i doubt it would have got out of the gates. its death was in no part due to its beauty.
