Yes, they are eye bags. Shin was an alchoholic when he was 18, and one of the costs of what he did was suffering from insomnia, which made him develop his eye bags. He's no longer an alcoholic, but it's something he has to live with, a reminder of his bad choices I suppose.
He is adorable, I like saying he has baby face syndrome since he looks so young and childish even though he's in his mid 20's.
