If you're confused about how chara was able to step on flowey, I'll tell you now.
Since flowey is just a flower, he doesn't have much mass and weight on him, but to chara, trying to hold down flowey is like trying to hold down an iron bar going towards a strong magnet. That's why flowey was able to escape easily. If chara tried to pick something up, I'd be way too heavy. The reason why it would be heavy is because even though chara was resurrected, they don't have a body. They're kinda like a super-duper weak poltergeist or ghost. That's why they need frisk to do stuff. Of course, there's another way for chara to pick things up. (but the comic will get to that later . . . .)

That whole description is how I think of ghosts in real life if they were real. Only addition is what they can lift/move/hold down strength wise is dependent on what there life was like somehow.
