Hmmnn... about the scales? just simple make an blurry sketch of chicken wire like [link]
then do the visible outline shape for scales... just filled it up first before doing the details on scales

i'm still thinking about the color of the dragon..hmmmnn.. blue, green, brown, red... if he's a fire breather, he's supposed to be red, but blue or violet is cool...
