Well, not exactly. Some animals like rats and mice that are white have red eyes because they don't have an iris. The iris is a muscle, I'm not sure why mice/rats don't have it. But because of that the light is constantly bouncing off the retina where the blood is so it always appears red, whereas in animals who have an iris the iris protects the retina from sunlight.
SO, animals like rats and such who don't have a retina will always have red eyes, but animals with retinas don't. However, when a picture is taken the light will bounce off the retina and show the red blood. Some albino people it appears the retina is even "eaten" or something like that, so you can even see the blood through the retina because its not whole. [link]
However, this most likely is not albino, but a double siamese. Their gene is like albinism but its less extreme. Albinism takes away ALL of the melanin pigment (or whatever else pigment, if its more than one pigment its leucism) but with less extreme genes like the siamese gene its like half the strength of albinism. However, when you take two siamese together it can produce a kitten that looks albino but it still isn't completely albino (since you can still see pigment which is the markings), this is probably what that is.
/End-ramble. XD
