It's easy
Just use a dark dark blue as a base and gradually pick lighter/brighter shades of blue towards the shore. Then add a thn white line at the end of it. Between the white line and the lighter shades of blue, juts use a soft eraser at about 30% opacity and make the water semi-transparent so you can see a bit of sand
Then you can add some ripples and sparkles to the surface to make it look more the actual sea!
