Man, Kobura is so tiny compared to Omen. Though I can't exactly decipher Kobu's expression in 5th panel... Does he smile because he is sincerely glad to see Ketek, or is it more of a mocking grin?

That should have happened very, very long time ago. Cheetah's power is electricity, for Christ sake. He should have zapped that little bastard every time he decided to grab his legs or tail. He didn't, for reasons unknown to me.

In "Pokemon", every time somebody grabbed Pikachu's tail when he didn't want it (or was just surprised by it), he got electrocuted immediately. Here, Ketek grabs Cheetah by the legs, bites his tail and even tackles him and tries to rip out his eyes (how did he do it, by the way, despite having no claws?), and never gets electrocuted until he's distracted by Kobura. It makes... no... sense...

And if your response would be that getting zapped by Cheetah every time Ketek touches him would make their fight pretty one-sided... well, then maybe it wasn't such a good idea to choose Ketek as Cheetah's wannabe nemesis. Someone with less physical approach (like Oniken) would do much better here :/.

Actually Arven (and Orca) answered to that question in this page : 
Their Chakra need to run freely through their body. And by doing physical against Cheetah, Ketek made him almost unable to use his Chakra. ^^

I did not forget that one. However, this is hardly convincing. At that time we were merely told that being pinned is what prevents our heroes from using their powers and now I am supposed to assume, that this concerns every form of physical contact? Until now, Ketek's attacks were hardly restraining - he merely grabbed Cheetah by his front legs, and the bit his tail. Even in that first situation, Cheetah seemed to be ready to electrocute the guy, with electric bolts sizzling all over his body (but - again, for reasons I cannot fathom - it took him sooo long to do it, that he got thrown away before he finally did it). Somehow, being not entirely free did not hinder him then. Also, absolutely nothing hindered him in other situations, like when he tried ordinary physical attacks on Ketek, instead of just electrocuting him.

Moreover, the author does not seem to always follow her own rules in this matter and tends to ignore them either when she forgets about them or merely has such a whim. Barely a few pages ago, being pinned to the ground by Kozel did not stop Orca from using her water powers. But somehow, being bitten in the tail prevents Cheetah from using his own powers? I can see a serious lack of consistency here.

Also, what is the point of giving them all those powers if it is so easy to prevent them from using them?

Ah good points indeed. 

Tho for Cheetah I may have a suggestion about his behavior : he is young and...not the smartest tool in the shed.
He's the character I dislike the most in this story, I admit. I find him way too bratty, noisy and his puns...I always have hard time translating them (I'm the French translator of the comic.)
And I'm not talking about some of his reactions (I mean falling right into a cliff and risking killing himself in the process...?).
I think Cheetah lack fight experience and his reactions are not the good ones in those battle situations.

As for the Orca/Kozel moment, I think Orca took advantage of the tiny moment of surprise caused by her words. Kozel may have released Orca a tiny bit and boom.
Nevermind. Arven already answered the Orca/Kozel one.

Tho, maybe Arven may have better explanations. I'm just a mere fan making suggestion. ^^

Being young and unexperienced usually makes super-powered characters even more trigger-happy and reckless in usage of their abilities. Not the other way around.

When it comes to Arven's answer, it just raises even more questions. While it is visible that Orca was powering up in that brief moment when she raised up a bit, she was still pinned back a moment later. Which means she should lose control of her abilities again. Does this mean that her powers work like fire-and-forget class missiles - you just point them the target, and they'll know what to do themselves?

Good point.
Tho, it's maybe not every young character with huge powers that can react this way. Some of them can have powers who "betray" them and being not used at the good moment.

Also, another points I forgot to mention, is that Cheetah is obviously here for a comic relief. And Arven drew the many scenes with Ketek in a somewhat "funny" manner compared to the other characters...
Again, my point of view.

How exactly do Cheetah's powers "betray" him? I mean, it isn't a story about heroes trying to blend into surroundings or anything like that. On the contrary - their powers are well known to the bad guys.

And never underestimate characters who seem to serve only as a comic relief or bratty type of hero. Characters like that can have much more depth than it may seem at first glance, and their jestering attitide may serve as a contrast for something more mature or darker within them. I personally know some characters like that. To name a few, just from the top of my head - Nuka from "Lion King 2", who seemed to be just there to be laughed at, but was in fact seeking for his mother's approval and only got it when he died trying to impress her by killing Simba (note that his death was probably the only scene in entire movie when Zira did show any positive emotions). Jiras from Slayers series was basically just a comic relief, but he still had a surprisingly tragic backstory and he was fiercely loyal to those he cared about. Hell, even I made such character once. One of soldiers from my "Wolf pack" story (Jean Perrin) is, at first glance, a kind of annoying jester with fondness of jokes who nobody (safe for him) finds amusing, but in reality, he is tormented by his war experiences and his attitude is just a mask to conceal his inner pain (or, as his friend suggested, maybe it is his way of escaping reality).

From what I see, Cheetah has everything that would allow this character to follow similar path. While he is generally a comic relief, he is also shown to be kind and compassionate, caring (or example) more about his dying sister rather that having adventure (unlike his truly immature and bratty brother), being the most concerned about Orca's fate or (like we just saw) seeing goodness in others. Also, like some of the characters above, his backstory is kinda tragic.

I meant this kind of scenario : "Powers ! Why u not working when I need you the most ?!" Kinda.
Like what happened with C.Y. in the beginning of chapter 3. 

Yeah, there that's a personnal point of view, but I never enjoyed characters who are here as comic reliefs. I found them all pretty annoying and non enjoyable. They became more appealing to me when they gain some maturity and character development. 
And oh gosh don't get me started on Nuka...this character is a joke. He could have been much more interesting with more work put on him and his relationship with his family, and not only toward Zira. Instead, his only role...is to be killed. How disapointing...

That's again very good points however ! I'm really enoying this conversation and I'm noting some good points for my own characters and universes. ^^

This scenario is obviously not the case when it comes to Cheetah. He never uses his powers because... well, just because. And C.Y.'s powers also seemed to had failed for no specific reason, come to that. At least I do not remember one (because she was afraid of releasing her "inner beast"? But then again, battle tension was what released it later anyway...).

Yes, Nuka is an example of poorly developed comic-relief-turned-out-more-dark kind of character, but you probably get the idea. If he got more character development throughout the movie, if it was shown how miserable he is and how eager to merely get his mother's attention (only to be violently rebuffed every time), we would probably feel genuinely sorry for him. However, for reasons that I again cannot fathom, Disney saw no need to give us some insight on Nuka before he was killed off, and even decided to cut out his original final words before his death ("now I finally got your attention") - which emphasized more what his true feelings were. But again - you probably get the idea.

Besides, those were just examples from the top of my head. There's still more, like Donkey from "Shreck". Although he serves as a comic relief for most of the time, he is also the main person to give the title character "what the hell, hero?" speeches, force him to confront his own selfishness and appeal to his true, more kind nature. And there's this Fool from one of Terry Pratchett's novels, who actually hates his job as a jester and finds his life miserable...
