The Crystal Council is the name for the assembly of seven representatives from seven most powerful empires in the Borealis Galaxy. Presiding over the Polar Crystal Alliance, an intergovernmental organisation that unites Borealis's many species and nations, members of the Council are amongst the most powerful beings in the galaxy, even though their power is limited by the sovereignty of the Alliance's member states. Through the law-enforcing Aegis Guard and superagents of the Penumbra Unit, the Council enforces law and order across Borealis to ensure that its many criminals do not overtake the galaxy once again. The Council's headquarters is the ancient space station of Hyperborea.

The Council's emblem has a double set of meanings. Its seven elements stand for the seven councillor empires, but put together, they also symbolise the Polar Crystal Alliance's overall goals: protection of law and order across the galaxy. The key element of the emblem is the shield, which stands for the Niaka, a small but hardy race widely considered to be the galaxy's police forc - symbolising the Council's duty to protect. The sword, which stands on top of the emblem, is the symbol of the knightly Zoles, whose sense of justice and idealism was the spiritual impetus behind the Polar Crystal Alliance's formation. The sword shows that, although not imperialist, the Council is willing to use force for its just cause. However, behind the crossguard of the sword lie the silver scales of the Civitas, showing that the great power the Council is endowed with is meant to be used in moderation and in accordance to law. The sword's hourglass-shaped pommel, which stands for the time-warping people of the Union Republic of Ottzello, embodies the Polar Crystal Alliance's longevity and its dream of a brighter future.
