A Tier 4 and very limited in Recruitment places Line-Sword Infantry hybrid, the Shinsengumi Police Force is still considered as an Early unit due to their recruitment(tier 3 Traditional Dojo) and required building(Tier 4 Shogunate Propaganda) can be built without any Techs needed, but their Investment and Recruitment cost are still quite high and limited as you can only build 1 Tier 4 Shogunate Propaganda unless you take a province that has such building from other Domains.

In Battle the Shinsengumi Police Force can fill the duty of Line Infantry quite well but will eventually fell off in late game if the Line Infantry has learned the Kneel Fire Firing Drill which the Shinsengumi Police Force lacks, however their other trick up their long sleeves are their decent melee stats, despite not really on par with Katana Kachi in the form of Attack and Armor, the Shinsengumi Police Force can still beat other modern Infantry in melee, especially in sieges where Modern Infantry would have difficulty in since the Shinsengumi Police Force can climb up walls and cut any resistance that resides in it. Their Banzai can also be a deadly ability as long as you remember to research Shih.
