Reminds me of the Time-Strung Bow from Exalted. It's a magical bow literally strung with a strand of spun time. When you use it to shoot an arrow at a living being, the arrow vanishes halfway to the target in a twist of space-time. At a random point in the next week, the arrow will reappear in the same position relative to the target, regardless of where they are, and complete it's strike. Not so great for killing enemies immediately, but great for making them paranoid.
