I get the impression that the wizard in the picture had signed up to a Wizard Book Subscription that granted wizardly knowledge but also came with "12 curses a year" as a side effect of the knowledge in the books that are sent to him. It appears that he has unexpectedly received five more curses that he did not agree to and is wanting to check his subscription.
This is probably intended as a parody of the Clearance Book Subscriptions where you sub to an agreed number of "best sellers" but have to check what they are actually billing you for as the terms are never clearly laid out.
