Admin: I actually think it has to do with the actual age of the country. Latvia's been around a lot longer than Sealand, so he's an adult. Sealand's not even 60 years old, so that's a child for a nation. That said, age probably doesn't matter that much in the Hetaliaverse since nations thousands of years apart can be on the same mental plane. *shrug*
