I think its a good change. If I can remember, the Kitsune is suppose to be the brother counterpart of the Tanooki. Coincidence? I think not.

i thought it was a bit odd that Luigi's Raccoon form now looks like a Fox, in fact i see no point in it apart from possibly the lols

I'm not 100% certain on this, but they may have changed it to make Luigi's Raccoon and Tanooki forms different than Mario's.
