House 970 is a fictional organization calling for a house of over double the size it is today.
I used Dave’s Redistricting App to make the congressional district boundaries, and then made the map in QGIS and Inkscape. If you would like a more detailed method, please just ask.

Today, the average congressional district represents over 700,000 people. How can a single district represent so many people sufficiently? The simple answer is that it can't. That's why House 970 calls for 970 representatives, doubling the size of Congress, to encourage more and fairer representation.
Below is our proposed map of South Carolina. With districts smaller, South Carolina would end up with 13 congressional districts. Here is how our map scored on 5 metrics: (outer is better)
