I tried editing the version I already did the way a critique I got suggested. I also added some stuff that I thought would look good (like the background and the highlights in the hair)Original:

I like the original, but I love this re-draw! The lines are cleaner and softer, which in turn gives the piece more impact. And speaking of impact, giving this a background AND drawing the eyes so that they are staring at the person viewing gives the piece a new dynamic that the original didn't!
Hair looks softer, like I could reach out and gently pet it myself-- eyes beaming brightly at me makes the piece vibrant. Once again I am drawn to the character's mystique and appearance by your use of technique. To add to that, the shadow on the character's face is much more blended and soft, meaning that it seems less... obtuse.
The only real critique I have is that the character's anatomy might be slightly off (though that's likely just me).
