I understand why you chose this as your avatar, she is a cutie. Good expression not too stiff, which can be a problem with cartoons, but you did great. I think some of the shading/blending on the clothes are a little too soft but I understand, I have struggled with similar problems. It is one thing to paint a realistic picture, but painting a cartoon to look 3D is hard and it doesn't always translate well. This still looks really good, so don't be discouraged. Just a tip, when painting shadows, avoid black or neutral grays, it tends to suck the life a little. Go for slightly more saturated and darker version of the base, maybe a little cooler too, although it is difficult to generalize because the lighting situation changes some of these guidelines.
Having said all that, all of which please feel free to ignore, I really love the face, it is well painted, so well done.
