It all depends on the character and how it develops :3
There are many fanervicey charas like Morrigan from Darkstalkers or Mai Shiranui from Fatal Fury, that have an awesome backstory and a likewise awesome personality to go along with their smexy and not exactly covered body, but on the other hand, trying to make a character non-fanservicey has proven to spawn some bland and downright repulsive charas devoid of any personality <:3

Ah Morrigan! Definitely my childhood favorite! I don't think I know what fanservice meant back then. I just thought Morrigan was utterly badass. Felicia & Lei Lei too, I love them

Indeed you are right. The Red Wolves are allied with the Sables for the most part because of their long history. However, after the Bears of Beryn were annihilated, the Red Wolves regained some of their autonomy as a true pack since they have become the wardens of Fenrisyr in terms of defense against Webgate. The Sable Alpha still retains his dominance over the Red Alpha in many respects though. Not saying that Hugo Currumpaw doesn't command respect among his peers, however, since he is quite respected........ in that.... Lupine sort of way.
More of Synnaria will be shown later on, and with her, the real political structure and history of the Wolves.
