Have you tried Mischief? There's a free version, and the full version is $25. Works on Mac and PC.

The cool thing is it draws like you do in Photoshop, but it scales like vectors. You can do infinite zoom in it. You can draw small, and then export big an the lines scale just like vector.

I get decent results (also) in Paint Tool Sai with smoothing on S-4.
