While the home territories of the Nercetor Hegemony are directly ruled over by the Khain Nactri and patrolled by the fleets under her jurisdiction, most of the Nercetor territory consists of vassals in the Ancerious galaxy. These vassalized states still maintain their own naval forces, but the provincial governors who oversee these vassals need their own independent forces to act under their control and their control alone.
