thisll sound crazy but i think its similar to how girls/fem-guys in knee socks and miniskirts can be sexier than the subject in an simple miniskirt or in the nude. The cover plays with the sense of mystery over exposure, some skin is exposed but the important subject is put on display. With ponies you cover their legs in socks but that still draws attention to the expose chest and rump and with this picture you are seeing a vulnerable dashie only slightly covered by panties and sock but still with valueable assets exposed.
.......or i could just be over thinking things like a weirdo and ruining the show for everyone
