How is that girly? If there were flowers and bunnies and fluffy stuff, sure, but this doesn't seem girly. Sexy, sure, but girly? Nah...

I'm not sure if content decides the girlishness of a piece, however, how that content is depicted does. Visual stereotypes are a great device in an Illustrator's tool set, as you can instantly connect with your audience using shared experiences, but here, I just can't see it. It's just not girly enough. The rainbows make this seem psychedelic, like an acid trip or the beer goggle effect. The concentric spiral doesn't help and you don't associate clouds with girlishness, but with resolve. Then there's the woman herself. Something about her says she's the type to get inside your head and break stuff, before she leaves you as a complete wreck.

I'll say only one thing, girlishness among other things is in the eye of the beholder.
although what you have said was quite convincing, I still hold the opinion that it is in fact girly.
But as is said before what seems girly to me for its psychedelic for you, Its alright too.
