I adopted this guy from Though I changed a little info about him (if that's okay).
He is a hariotoko; a male version of the harionna. What's a harionna? A creature of Japanese mythology; the name means "barbed woman". The ends of her hair is barbed and what she does is laugh at young men. If the man dares to laugh back, she'll ensnare him in her hair and kill him. Japanese myths

So, Hakuto can control his hair too The ends of his hair are (obviously) barbed and full of split ends. He wears leggings because he doesn't like people seeing his prosthetic legs. He's not ashamed of them; he just hates when people act awkward around him when they find out he is an amputee. He also doesn't mind if you accidentally mistake him as a girl; his taste in clothing doesn't exactly scream "manly" anyways. His hair was also longer when he didn't have prosthetic legs

What does this 14 year old boy do with his life? He is part of a traveling circus mainly doing tricks with his hair. He's actually a pretty popular act

EDIT: I'm just going to refer to his race as "harionago" from now on
