I was looking up the same thing, and found none of the forum answers worked. SAI is an incredible graphics tool--especially for inking--and many of us have used Photoshop enough to be used to the ability to lock layers when wanted.

The way that works for me, I've found, is to click on the 'New Group' icon (just like the one in PS) and put the layer you want to lock into that new group (called 'Set' in SAI). Then close the group and it's untouchable.
