When i started adding color to the drawing,
i mapped out first where all of the starry lights and brightest highlights would be with white colored pencil,
then added the colors around them.
Then layered some more white on top of the colors just around the bright white, blending into the darker colors, creating the glow.
Drawing on tinted paper also helps the light to really stand out
