Description
Water type. Evolves from Qwilfish at level 18. A Qwilfish evo would've been really cool. But it looks like elements of it's design were used later for Whiscash and Stunfisk. And why didn't they make it Water/Electric type? I mean, it has the thunderbolt sign on it's forehead

I wish this one made it to the final game, would be nice for Qwilfish to potentially have something other than a niche use.

a lot of the beta material had incomplete or incorrect data, it may well have been Water/Electric had it remained in-game; they may have dropped it in favour of Chinchou and Lanturn however

it could also be as it seems to resemble a sea mine somewhat, so maybe the bolt logo is a reference to some kind of sea mine, but thats just speculating xD
