They probably decided to get rid of the crown part (when making Poliwrath), which they later brought back as the King's Rock (when making Politoed).
And honestly, it's a pretty crappy sprite (just kidding, I know it's supposed to be that way!). So as far as crappy sprites go, it's not bad.

I like to think this is more like Politoed.
Yes, Poliwrath and Politoed on gen 1, but i remember seeing somewhere that at least most of Jotho's pokΓ©mon were going to appear in gen 1.

Bulbapedia said that it looked like an early Poliwhirl/wrath, but that the crown was similar to the King's Rock, which is needed for evolution into Poltoed.
